Overseas Visitors

All visitors from countries outside the United Kingdom do have to pay for health services at the Doctor’s Surgery unless a bilateral arrangement is in place. A visitor is defined as a person who is not normally resident in the UK i.e. is in the UK for less than 6 months For visitors from the European Community or countries with reciprocal arrangements you must produce a completed form E128 or E112 to reception to qualify for non-payment of these services.
If you do not have one of these forms you will have to pay for our services Overseas Students at the University of Liverpool who are not entitled to NHS treatment under the rules below, will be seen for acute problems. However, if they require other NHS treatment, charges will apply. Payment in full is required before any consultations and/or treatment is received

No – Not eligible – charges apply

Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romainia, Slovakia, Slovenia, Spain, Sweden, Switerzand, United Kingdom.

Nationals from:

Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgztan, Moldova, New Zeland, Tajikstan, Turkmenistan, Russia, Uzbekistan, Ukraine.

Residents of the following countries irrespective of nationality

Anguilla, Austrailia, Barbados, Bosnia-Herzegovina, British Virgin Islands, Croatia, Faulkland Islands, Gibraltar, Isle of man, Macedonia, Montenegro, Montserrat, Serbia, St Helena, Turks & Caicos Islands.

Students

Students who are studying for more than six months or who are on a course funded by the UK Government are fully entitled to NHS treatment in England.  Students from a country with a bilateral healthcare agreement (above) who are studing for less than six months are only eligible for treatment of condtions that first occur whilst in the UK where it immediate treatment is considered necessary.  Elective treatment of pre-existing conditions which a GP feels can wait until a return home are excluded from free NHS treatment, except for blood pressure checks, blood tests, insulin, renal dialysis, oxygen, warfarin monitoring and routine ante-natal care.

Students who are not from one of the countries with a bilateral healthcare agreement and who are studying for less than six months or not funded by the UK Government are not eligible for free treatment on the NHS and will be charged for all treatment except for emergency care.

Children of international students have the same eligibility as the student.  Partners who arrived in the UK at the same time and who are staying for the full length of the course will have the same eligibility as the student subject to their visa type.  Partners should check their eligibility if attending hospital for treatment such as obstetric and ante-natal care as the hospital may charge for treatment.
